Regional Medical Information System (RMIS)

Regional Medical Information System (RMIS) is the basic part of the Regional fragment of the Unified State Health Information System (USHIS RF), which was created in accordance with the Concept for the creation of the Unified State Health Information System, approved by the Order of the Ministry of Health and Social Development of the Russian Federation dated April 28, 2011 No. 364, within the framework of long-term target program for the modernization of health care in the Irkutsk region for 2011-2013 in order to solve the problem of introducing modern information systems in health care (Personalized accounting of medical services provided, the possibility of maintaining an electronic medical record of a citizen, making an appointment with a doctor in electronic form, exchanging telemedicine data, as well as introduction of electronic document management systems).

RMIS is a comprehensive service that allows medical organizations and the population of the Irkutsk region to receive uninterrupted and high-quality services and is also the only software product in the Irkutsk region that is integrated with the federal services of the Ministry of Health of the Russian Federation "Federal Electronic Registry", "Integrated Electronic Medical Record", which allows citizens of the Irkutsk region to make an appointment with a doctor using the portal of public services of the Russian Federation, as well as receive information about the medical care provided in the My Health personal account.

The most socially significant result of the introduction of RMIS is the provision of the state service "Make an appointment with a doctor in electronic form":

  • through the patient portal www.kvrachu38.rf;
  • through a single portal of public services www.gosuslugi.ru;
  • through the regional call-center by a single toll-free number 8-800-200-3797.

RMIS fully complies with the guidelines of February 1, 2016 on ensuring the functionality of medical information systems of medical organizations, approved by the Minister of Health of the Russian Federation V.I. Skvortsova.
