State Duma deputies adopted in the third, final reading the law on the federal budget for 2022 and the planning period of 2023-2024. The next year's budget is planned with a surplus.

The State Duma approved the budget of the Russian Federation for 2022-2024

The State Duma approved the federal budget for 2022 and the planning period until 2024. If last year the budget was reduced to a deficit due to record spending, then in the next two years the budget will become a surplus.

"We have the opportunity to allocate additional funds to solve priority tasks – to provide social support to citizens, especially families with children," said State Duma Chairman Vyacheslav Volodin.

The federal budget deficit of Russia in 2020 amounted to 3.8% of gross domestic product (GDP), or 4.1 trillion rubles. The federal budget of the Russian Federation in 2021 can be executed with a deficit of 275.2 billion rubles, or 0.2% of GDP.

For 2022, a budget surplus is planned in the amount of 1.32 trillion rubles (1% of GDP). Revenues will amount to 25.02 trillion rubles, expenses – 23.69 trillion rubles. It is planned to allocate 2.74 trillion rubles for the implementation of national projects. The volume of GDP will amount to 133.3 trillion rubles (an increase of 3%). Inflation will decrease by 2 times to 4%. The size of the National Welfare Fund (NWF) will amount to 13.89 trillion rubles (10.4% of GDP).

In 2023, the budget is planned with a surplus of 299.1 billion rubles (0.2% of GDP): revenues: 25.54 trillion rubles, expenses – 25.24 trillion rubles. 2.88 trillion rubles will be spent on the implementation of national projects. The volume of the Russian economy will grow by 3% to 141.88 trillion rubles, the inflation rate will remain at 4%. The volume of the NWF at the beginning of the year will grow to 16.48 trillion rubles (11.6% of GDP).

The budget for 2024 is planned with a deficit of 522.7 billion rubles (0.3% of GDP): revenues: 25.83 trillion, expenses – 26.35 trillion rubles. GDP will grow by 3% to 151.51 trillion rubles, while inflation will not exceed 4%. 2.98 trillion rubles are spent on the implementation of national projects. The volume of the NWF at the beginning of the year will grow to 20.1 trillion rubles (13.3% of GDP).

One of the priorities of the budget is social support for the population, reducing the gap in the budgetary provision of the regions. In 2022, the regions will receive interbudgetary transfers totaling 3.201 trillion rubles.
