The salary of physicians in the Road Map is not a specific figure that was to be reflected in the statements of health care institutions, but a whole set of activities created by decree of the President of the Russian Federation in order to increase the earnings of the social workers, including medicine.

The social sphere of the state is the basis of the life of citizens of the whole country. Indeed, in the framework of the concept includes such important areas as education, medicine, culture, sports, social security and protection of citizens. That is, the foundations of the basics of state regulation. All our life depends on the economic situation in these areas. Evaluating the unfavorable situation, the Russian president in 2012 gave instructions to the government to develop a set of measures to improve the economic situation in the social sphere. The result was the decree 597 on raising the salary and the road map.

What is a "road map" and why need

May presidential decrees and there are a "roadmap". Only they do not have any relation to the roads and motorways. The essence of the adopted document is to improve the quality of services in the social sphere.

The key direction of the President of the President (Decree No. 597) is a phased increase in the level of remuneration of medicine, education, culture and sports. But the project was not limited to one wage. And as the result of the execution of a set of events was planned to achieve the following goals:

  1. Increasing the attractiveness and competitiveness of the salary of workers in this area.
  2. Improving the efficiency and efficiency of labor by material incentives.
  3. Conclusion of effective contracts with indicated categories of specialists.
  4. Establishment of a direct relationship of earnings to the quality and volume of services rendered and work.
  5. Development of regional update programs and modernization of health care.
  6. Approval of regional road maps.
  7. The introduction of professional standards for individual categories of workers.

Consequently, the "roadmap" – what is it in the salary? This is an action plan aimed at achieving a certain level of remuneration of medical professionals, as well as to improve the quality of services in this area.

Work on the road map is obligatory only for the state field of activity. It is impossible to abandon the execution of May decrees of the president in state and municipal institutions. But commercial companies have the right to not apply the regulations on the growth of salaries of health workers.But as practice has shown, the majority of non-state clinics and medical organizations began to adhere to the presidential course.

The requirements of the President were fulfilled, and the set of measures for medicine was approved by Decree of the Government of the Russian Federation of December 28, 2012 No. 2599-r (as amended on July 19, 2017).

Firstly, the provisions of the "road map" provided for phased implementation. Earnings grew gradually, allowing you to optimize and redistribute budget expenditures rationally. After all, the money did not come from nowhere. I had to revise the current states and update the work.

Secondly, the norms contain deterrent factors in terms of remuneration of senior staff. The management of the medical institution could not raise its salary "to heaven." There are strict limits. Moreover, the restrictions are directly tied to the average salary of the main staff. The salary according to the road map in medicine is growing, and the earnings of the director are also growing.

Thirdly, the price-quality ratio has leveled off. With the introduction of an effective contract, skilled workers began to receive many times more. The Roadmap made it possible to provide Russian medicine with experienced and qualified personnel.

How will it affect wages and for whom?

The "Roadmap" of the President in the field of healthcare was aimed at the following goals:

  • the salary of junior medical personnel should increase at least twice;
  • the salary of paramedical staff is increased by at least two times;
  • wages for qualified doctors have been increased by at least two times.

The grandiose increase in wages did not apply to all health care workers. The increase was provided only for employees providing medical services. Administrative and managerial personnel were not affected by the increase.

Stimulus payments under the May decrees were not provided:

  • managers whose work is in no way connected with medicine, for example, supply manager;
  • maintenance and support staff, such as cooks, personnel officers, lawyers and accountants;
  • doctors providing high-tech medical services;
  • health workers whose activities are related to the implementation of the national project "Health" (district doctors, obstetricians of maternity hospitals, and so on).

The roadmap for the salaries of medical workers provides for additional incentive payments only to those workers whose specialized education is documented. If there is no diploma or certificate, then you should not count on additional payments.

How to calculate salary according to the "road map"

The principles of how salaries are calculated according to the "road map" in healthcare are the same for everyone. In fact, the level of wages per employee in the category under consideration is calculated. To calculate the indicators, the following data are required:

  1. Accrued salary for the billing period. For example, month or quarter. Moreover, the information must be divided into categories of personnel.Calculations are carried out separately for the younger, medium medical staff and doctors. Such data can be obtained from the settlement payroll.
  2. The number of employees in the state of a medical institution. Information will also have to be grouped by analyzed categories.
  3. Worked time in fact. You can get data from the working hours accounting tables or other accounting registers filled in the institution.

All designated information is provided monthly in the P-4 statistical form. Also, representatives of the health system are obliged to systematically report to Rosstat in the form of SP-health. The average earnings is calculated in general mode: the labor payment fund accrued taking into account actually spent time is divided into the number of employees.

Then the resulting indicator should be compared with the positions of the "Road Card". Thus, the value of the average wage of health workers by 2020 should correspond to 200% of the average wage in the relevant region. Indicators of average earnings in the regions approve Rosstat. Data can be downloaded on the official website of statistics.

What to do if the salary does not increase

The position of the "Road Card" does not provide for anonymous salary growth. Advanced must be introduced in effective contracts. They are prescribed the conditions and criteria of stimulation. Just no one will pay extra.

If the employee did not enter into an effective contract or did not introduce an additional stimulus system, then it is wrong to talk about the supplements. But the lack of an effective contract in 2020 speaks of the incompleteness of the management of the institution. After all, the term of execution of May decrees has come back in 2018. Consequently, the head must incur administrative responsibility.

If an effective contract is concluded, now the work of the physician is estimated at special criteria. Not only the amount of work performed, but the following factors are analyzed:

  • the quality of services rendered;
  • availability of complaints;
  • identifying complications after treatment;
  • identification of diseases at an early stage;
  • availability of active qualifications;
  • Other criteria.

If the conditions for an effective contract by the employee are executed, but the earnings remained the same, it is necessary to apply to the authorities. First of all, get acquainted with the conclusion of the expert commission on the accrual of stimulating points and with regulatory provisions for remuneration in the institution. In addition to the situation, the regional and municipal "roadmaps" should be explored. When identifying violations, you should contact the labor inspectorate or to law enforcement agencies.
