When will doctors get a pay rise?

According to the Government, it is necessary to achieve the set goals immediately, since the medical staff has long suffered from unfair decisions made by the heads of departments and municipalities. If fairness in wages in the healthcare sector is restored, then naturally the problem with the shortage of doctors in small towns, villages and villages will be solved.

In accordance with paragraph 1. 3 of Appendix No. 2 to Order No. 198n, the heads of the executive authorities of the constituent entities of the Russian Federation in the field of health protection and the heads of medical organizations and their structural divisions that provide ambulances, including specialized ambulances, medical care, determine general field mobile ambulance teams sent to a call to patients with symptoms of acute respiratory viral infections (hereinafter referred to as ARVI) and community-acquired pneumonia, to patients diagnosed with a new coronavirus infection (COVID-19) and for the selection of biological material for laboratory tests for the presence of a new coronavirus infection (COVID-19), as well as mobile ambulance teams performing medical evacuation of patients with novel coronavirus infection (COVID-19).Thus, special social payments under subparagraph "a" of paragraph 2 of Resolution No. 1762 are received by medical workers of the indicated mobile ambulance teams.
Based on paragraph 1 of Appendix No. 5 to Order No. 198n, the heads of the executive authorities of the constituent entities of the Russian Federation in the field of health protection are adjusting the schemes for reprofiling medical organizations for the hospitalization of patients with a new coronavirus infection (COVID-19), providing for the creation of conditions for their isolated stay in hospital conditions specially designed for patients. In accordance with paragraph 4 of Appendix No. 10 to Order No. 198n, the structure and staffing of structural units of a medical organization for treatment (COVID-19) are established by the head of the medical organization. The head of the medical organization approves the temporary staffing of the medical organization and redistributes the functional duties of medical workers on the basis of additional agreements to labor contracts concluded in accordance with the Labor Code of the Russian Federation. At the same time, the formation of a temporary staffing table for structural units of a medical organization for patients with a new coronavirus infection (COVID-19) is carried out in accordance with the temporary staffing standards provided for in Annexes No. 16-17 to Order 198n. Special social payments in accordance with subparagraph "a" of paragraph 2 of Decree No. 1762 are made, among other things, to medical workers of repurposed medical organizations and structural divisions of medical organizations that provide medical care to patients for the diagnosis and treatment of a new coronavirus infection (COVID-19) in an inpatient setting.In accordance with paragraph five of subparagraph "a" of paragraph 2 of Resolution No. 1762, special social payments are also made to medical workers providing primary health care for the diagnosis and treatment of a new coronavirus infection (COVID-19) in accordance with the Temporary Order.
- If a medical organization is involved in the provision of primary health care to patients with symptoms of acute respiratory viral infections, patients diagnosed with a new coronavirus infection (COVID-19), as well as patients at risk of contracting a new coronavirus infection (COVID-19), in accordance with subparagraph 2.2.
- 1 of paragraph 2 of Appendix No. 3 to Order No. 198n, heads of medical organizations ensure the definition of structural divisions of a medical organization and the positions of medical workers in the indicated structural divisions of a medical organization involved in the provision of primary health care to patients with symptoms of acute respiratory viral infections, patients with an established diagnosis of a new coronavirus infection (COVID-19), as well as patients at risk of contracting a new coronavirus infection (COVID-19). In accordance with subparagraph "b" of paragraph 2 of Decree No. 1762, special social payments are made to medical workers who do not provide medical assistance for the diagnosis and treatment of a new coronavirus infection (COVID-19), but who are in contact with patients diagnosed with a new coronavirus infection (COVID-19) ) in the performance of official duties. In this case, according to paragraph 4 of Order No. 894n, for the implementation of special social benefits, all days of work are taken into account on which medical workers have been in contact with patients with an already established diagnosis of a new coronavirus infection (COVID-19) in the performance of their duties.
- In our opinion, paramedics (nurses) for receiving ambulance calls and transferring them to mobile ambulance teams receive special social payments for the actual number of standard shifts based on the hours worked according to the time sheet.
In accordance with Interim guidelines "Prevention, diagnosis and treatment of a new coronavirus infection (COVID-19)" (Version 10 dated February 8, 2021) under the standard case definition (COVID-19), a confirmed case (COVID-19) is considered when:
a positive laboratory test result for the presence of SARS-CoV-2 RNA using nucleic acid amplification methods (NAAT) or SARS-CoV-2 antigen using immunochromatographic analysis, regardless of clinical manifestations;
a positive result for IgA, IgM and/or IgG class antibodies in patients with clinically confirmed COVID-19 infection. In case of receipt of laboratory confirmation of the diagnosis, the ICD-10 code is set: U07.1 – Coronavirus infection COVID-19, virus identified (confirmed by laboratory testing regardless of the severity of clinical signs or symptoms). In the absence of laboratory confirmation of the diagnosis, but the presence of a typical clinical picture and / or epidemiological data, the following ICD-10 code is set:U07.2 – Coronavirus infection COVID-19, virus not identified (COVID-19) is diagnosed clinically or epidemiologically, but laboratory studies are inconclusive or not available).
