Features of the NMO system

According to the project developed by the Ministry of Health, specialists needed for 5 years of professional activity to gain 250 points – 250 ZET (test units). 1 score is equal to 1 academic training (45 minutes).

This rule applies only to profession specialists within 5 years. The Federal Accreditation Center (FAC) recommends submitting documents for 3-4 months before the expiration of the valid certificate or certificate of accreditation. Reasons become:

  • non-payment of accreditation by a specialist;
  • possible failure to admit to accreditation;

In case of refusal of periodic accreditation, physicians whose certificates expired before April 2020 will have to undergo professional retraining and then apply for initial specialized accreditation.

If the specialist does not have experience in the specialty over the past 5 years, then professional retraining with primary accreditation remains the only option – according to Articles 69 and 100 of Law 323-FZ.

The Ministry of Health explained that there are no grounds for conducting early periodic accreditation of specialists whose certificates or certificates have not expired.

According to the draft Order "On the procedure for accreditation", if the certificate ends in 2022 (without the condition for renewal by orders No. 58n and No. 327n) and later, one should undergo advanced training in programs posted on the NMO portal. Unfortunately, applications from this category of medical workers will not be accepted by the accreditation commission in 2021.

However, the FAC recommends submitting documents 3-4 months before the expiration of the certificate. This is due to the workload on the accreditation commissions and the possibility of re-applying if the first one is rejected.

According to the law, after a break of 5 years or more, a specialist is required to undergo training under a professional retraining program and primary specialized accreditation. If a specialist has several diplomas, you need to be officially employed in each of the specialties. FIS FRDO is a federal register of information about education documents. It is an electronic system for collecting, processing and analyzing information on documents issued by educational institutions on the qualifications and education of specialists.
