Skachkov Alexander Anatolyevich was born on November 21, 1960 in the village of Erofei Pavlovich, Skovorodinsky District, Amur Region.
In 1982 he graduated from the Khabarovsk Institute of Railway Transport Engineers with a degree in Carriage Building and Carriage Facilities.
After the institute, he worked his way up from a foreman to the head of the Irkutsk-Passenger carriage depot of the East Siberian Railway. Later, at various times, he held the following positions: Deputy Head of the Irkutsk Department for Passenger Transportation, Head of the Directorate for Passenger Services, Deputy Head of the Eastern Railway for Passenger Services, Chief Engineer of the Eastern Railway. From October 2003 to May 2004, he served as the head of the East Siberian Railway. Since 2011, he has led the work of the East Siberian Infrastructure Directorate of the Central Infrastructure Directorate, a branch of Russian Railways.
