The territorial program was developed in accordance with Articles 16 and 81 of the Federal Law "On the Basics of Protecting the Health of Citizens in the Russian Federation", Article 36 of the Federal Law "On Compulsory Medical Insurance in the Russian Federation" in order to ensure free medical care in St. Petersburg for citizens with the right to receive free medical care in accordance with federal law.
